Fellow atheists, should cannibalism and eating dog meat be legalized?

Not cannibalism, but I don't understand why we don't eat dogs or cats. I've never eaten either, but I just think it's sort of silly. In India the cow is sacred, but we eat cows. When we hear of people eating dogs and cats, we think that it's disgusting, but to many Indians, aren't we doing the same thing?
