Can a gentle selfdefense oriented martial artists defend themselves as well as an aggressive martial artists?

I'm going to sum up my views based solely on my street experiences. I think #1 would have the advantage. I say this because a counter striker is usually the victor in a real life situation. Since #2 is aggressive. It stands to reason that he would be first to execute a strike.
