I'm currently taking a pretty bogus online cl at a major university. Should I complain?

I'd finish the cl, take the credits, and then complain. If you complain now, it probably isn't going to make any difference, anyway, for this cl. Maybe when they receive your complaint and review the course, they will revise and make the necessary changes. It will take some time for them to do this so be sure to have your complaint ready at the end of the course.
