Is Donald Tsang Yam-Kuen's remark of suffrage leading to cultural revolution sort of wary and distrustful ?

While Donald Tsang, the distrustful appointed Hong Kong chief executive interacting with the publics regarding the how Hong Kong will become a city of universal suffrage by 2012. He quoted that if the citizens of Hong Kong are having the democratic power then this will lead to the scene of 30 years ago's China Culture Revolution. He is absolutely lack of political knowledge and Chinese history! How come he gets 430 k Hong Kong dollars per month, exactly four times as former US president, Bill Clinton made. During the period of Mao Zeddong-inspired movement was decribed as anarchy and mobocracy of culture revolution, and had nothing to do with democracy. The communist party never affirmed culture revolution as the democracy movement. Many and I think that Mao was mobilized the red guards in China to take over provinces and cities and provided chances for his followers to get his or her vendetta in the occupied cities. It had been a chaos for many bloodshed and killings of innocents.
